Two different boundaries
The ownership zones
Mapped areas fixed by the Cabinet and published by REGA, inside which a non-Saudi may buy. In Makkah and Madinah a purchase is only possible inside one of them, so this line decides who may own.
The Haram boundary
The edge of the sacred precinct around Makkah, marked on the ground and followed by the ihram rules and, in Makkah, by the restriction of entry to Muslims. It is a religious and geographic line, and it says nothing about ownership.
"Outside the zones" does not mean "outside the Haram", and a development deep inside the precinct can still be closed to a buyer from abroad in their own name. Both terms, in the glossary.
A project outside the zones
Four of the seven ways to own stop at the zone line: the deed in your own name, off-plan, usufruct and a Saudi company you set up all live inside the designated scope, and the article that governs company purchases outside it excludes Makkah and Madinah by name.
Two do not stop there. A Tadawul-listed company and a CMA-licensed fund may own real estate across the Kingdom, the two cities included, so a building outside every zone can still be held as a share in one of them. The boundary of the sacred precinct of Makkah (the Haram) runs along the rainwater divide on the surrounding ridges and is marked on the ground by boundary markers; the nearest marker is at Al-Tan‘eem to the north, about 5.2 km from the Kaaba, and the farthest is on Jabal al-Muwashshah on the western boundary, about 21.2 km away.
