The law is the same for every Muslim buyer, wherever they live, and it allows ownership inside the designated zones of Makkah and Madinah. What changes with your country is where the process starts, at the Saudi embassy or consulate that issues the digital ID for property, and the currency you pay in.

What stays the same

The costs on top of the price do not depend on your passport: transaction tax of 5%, the non-Saudi fee of 2% in Makkah and Madinah and the broker’s 2.5%. A buyer who already lives in the Kingdom applies with an Iqama number instead of the embassy’s digital ID.
