Buying property in Makkah near the Haram
مكة المكرمةA Muslim from abroad may buy a home in Makkah (also spelled Mecca), but only inside its designated zones. The regulator's map draws 12 designated zones in Makkah; the Cabinet's published list names 11, and the difference is a third numbered zone, which the list leaves out. Five of the 12 start within fifteen minutes' walk of the Grand Mosque (Al-Masjid al-Haram); the nearest, Burj Ajyad, is 310 m from it, at least 5 to 6 minutes on foot.

A designated zone is not necessarily near the mosque: measured from each zone's nearest boundary point, Makkah's zones run from about 310 metres to about 16.7 kilometres from the Grand Mosque, and Madinah's from about 650 metres to about 12.4 kilometres from the Prophet's Mosque.
