    Since the twenty-second of January, twenty twenty-six, the answer is yes. Two conditions come attached to it.

  3. Who may own, and where

    First, who. The right to own is for Muslim individuals — a person, not a company — and it doesn't matter whether you live in the Kingdom or not. Second, where: only inside a designated zone.

    Makkah has twelve of them. Not twelve buildings — twelve mapped areas, each one with a boundary the register publishes.

  7. What the zone card grants

    Once you're inside a zone, the rules card reads the same everywhere: a hundred per cent ownership share, the right to use the property for up to ninety-nine years, and all ten real rights.

  8. 9.5% on top of the price

    Then there's what sits on top of the price. Five per cent transaction tax. Two and a half to the broker, unless you agree otherwise in writing. Two per cent because you're not Saudi. Nine and a half all in.

    So that's the shape of it — a Muslim individual, inside one of the twelve zones, with nine and a half per cent on top of the asking price.
