Zullfa is the verified guide for Muslims abroad buying a home in Makkah or Madinah. It answers who may buy, where, what it costs on top of the price and how the purchase runs from where you live. Every figure is dated and sourced. Zullfa is not a brokerage, takes no commission and gives no legal or financial advice.

About Zullfa, in full

Zullfa is the verified guide for Muslims abroad buying a home in Makkah or Madinah. Since Saudi Arabia opened the two cities to Muslim buyers of any nationality, inside designated zones, Zullfa has kept the record of what that means in practice: the 22 zones drawn from the regulator’s own boundaries (12 in Makkah,10 in Madinah), the walk from each to the mosque, the 24 projects selling inside and outside them, every charge on top of the price, the law as it changes, and each step of a purchase from abroad.

Every figure on the site carries its source and the source’s date; 146 are confirmed against an official source or two independent ones, and the rest name the single report they rest on. Zullfa is published from Saudi Arabia, in English, for readers abroad. It is not a brokerage, takes no commission and gives no legal or financial advice; it points readers to licensed people.

The sixty-word boilerplate is the opening paragraph above. Both may be quoted as they stand.

The founder

Akram Abdulaziz founded Zullfa. He is available for comment on buying in Makkah and Madinah from abroad: eligibility, the designated zones, the costs on top of the price, the purchase from another country, and the checks a buyer runs before paying. Write to hello@zullfa.com.

Figures to quote

Quote the page that carries the figure, not this one: each of these prints its sources and dates at the end.

  • The Haram Minute: every zone’s walk to the Grand Mosque or the Prophet’s Mosque, measured from the regulator’s boundaries.
  • The designated zones: where a Muslim from abroad may buy, and what the zone card allows.
  • What it costs: the transaction tax, the non-Saudi fee and the broker’s commission, with who pays each.
  • Who may buy: the law’s conditions, in the law’s words.
  • The law tracker: every instrument, dated, with the superseded rule kept beside the one that replaced it.
  • The foreign buyer report: what buyers from abroad asked, counted each quarter without personal data.

Free to reuse

The measured data is CC BY 4.0: the distances, areas and walks, the zone codes and names, the CSV beside each figure and the GeoJSON of the zone boundaries. Name Zullfa and link to zullfa.com. The published figures may be embedded or used as the credited image; the drawings themselves stay ours. Machine-readable copies are at /llms.txt and /facts.json.

Use the files as they are, on a plain background, with clear space around the mark. Do not redraw, recolour or add to them.
