Jadan Alsadan, Makkah

Selling · Outside the zones

Inovest’s project in the NHC Destinations programme, with 851 units on 202,058 m² in Makkah, booked through Sakani. It is outside every designated zone of Makkah, so a Muslim from abroad cannot own a home there in their own name; a stake there can only be held through a listed company or a licensed fund.

Other ways to hold a stake

A non-Saudi individual may own only inside the designated zones of Makkah, so the deed here is not open to you, and neither is a Saudi company you set up: Article 8 admits that company inside the designated scope, and the article that governs everything outside it excludes Makkah and Madinah by name.

What still reaches a building here is the exchange. A Tadawul-listed company and a CMA-licensed fund may own real estate across the Kingdom, the two cities included, so you would hold a share of the asset through them, with no key and no deed in your name. Shares and funds lists the companies and funds that already own near the Haram. Every legal way to own sets all seven side by side.

Two different boundaries

The ownership zones

Mapped areas fixed by the Cabinet and published by REGA, inside which a non-Saudi may buy. In Makkah and Madinah a purchase is only possible inside one of them, so this line decides who may own.

The Haram boundary

The edge of the sacred precinct around Makkah, marked on the ground and followed by the ihram rules and, in Makkah, by the restriction of entry to Muslims. It is a religious and geographic line, and it says nothing about ownership.

"Outside the zones" does not mean "outside the Haram", and a development deep inside the precinct can still be closed to a buyer from abroad in their own name. Both terms, in the glossary.

29 signposted crossings of the Makkah sacred precinct are drawn on this figure, 5.5 km to 21.3 km from the Grand Mosque. The sacred precinct is drawn on this figure as a line, for orientation. It runs through the 29 signposted crossings, taken in bearing order from the Grand Mosque; the signs are real objects and the line between them is ours. Nothing on this site is measured from it, and it decides nothing about ownership: the precinct and the designated zones are two different lines. Where it matters where the boundary runs, the signs on the ground are the authority. Zone boundaries: Saudi Properties portal, retrieved 19 Sep 2026, simplified to 10 m for drawing. 1. REGA — system enters into force · 22 Jan 2026
In Makkah and Madinah, non-Saudi ownership and real rights are limited to Muslim natural persons (Law Art. 2(4)); REGA states this applies whether residing inside or outside the Kingdom.

  2. REGA — law text, Art. 2(3) · 25 Jul 2025
In Makkah and Madinah, non-Saudi purchases are only possible inside the designated geographic zones; the 'one residence outside zones' right for residents does not apply to the two holy cities.

  3. Saudi Properties portal — zone boundaries
Zone areas and distances on this site come from the boundaries the Saudi Properties portal publishes for each zone; a distance is the straight line from the nearest point of that boundary to the Grand Mosque or the Prophet's Mosque, so the walk is always longer.

  4. FHWA — Capacity Analysis of Pedestrian and Bicycle Facilities (FHWA-HRT-98-107) · 1 Feb 1998
The US Federal Highway Administration's pedestrian capacity study recommends a walking speed of 1.2 metres per second for most conditions, and 1.0 metres per second where more than a fifth of the people using a facility are aged 65 or over.

  5. REGA — law text · 25 Jul 2025
Tadawul-listed companies, licensed funds and SPVs may own real estate Kingdom-wide including Makkah and Madinah under CMA rules (Law Art. 4).

  6. Umm Al-Qura — Executive Regulations, Art. 8(1)–(2) · 3 Jul 2026
Outside the designated scope, Executive Regulations Art. 8(1)–(2) let a non-listed Saudi company with non-Saudi shareholders own property only to carry on its activities or to house its workers, and only with prior Ministry of Investment approval — a purpose test that does not apply to its purchases inside the zones.

  7. REGA — enquiries about projects licensed in off-plan sales and leases
REGA's public off-plan enquiry lists each Wafi-licensed project's licence number and type, licence start and end dates, the escrow bank and account number, the developer, unit types and the construction completion rate — with no login.

  8. REGA — inquiry about a real estate advertisement licence
REGA's public advertisement-licence enquiry takes the advertisement number and reports whether a licence exists and its status, with no login.

  9. REGA — enquiring about the FAL licence
REGA's public FAL-licence enquiry has two search fields, the licence holder's ID number and the establishment number, so checking a broker needs one of those and cannot be done by name or by licence number.

  10. Saudi Properties portal — developers
The Saudi Properties portal publishes a public developer register giving each developer's name, unified commercial registration number, establishment type and contact details, with no login.

  11. REGA — inquiry about a real estate advertisement licence (result and details pages)
A found advertisement licence on REGA's enquiry shows its status and issue and expiry dates, and its details page names the advertiser with their FAL licence number, the advertisement type, the deed type and number, the property type and the price on the licence.
